"Law is changed by adopting new legislation. The European Parliament rejected the directive, which means there is no new legislation. A rejection of software patents would have required new legislation rather than no legislation at all. There are no grounds to conclude that the rejection of the *directive* should be construed as a rejection of *software patents*. The rle of lawmaking is that the law is *not* changed if lawmakers do not adopt new laws." |
